Excerpt from Our Navy's Part in the Great War Our "First Line Defense" By Josephus Daniels Secretary of the Navy The more the American people know about their Nay and its achievements, the greater will be their pride and confidence in it. Our experiences in the war have convinced me that the Navy can accomplish any task it may undertake, and that it is ready and willing to undertake almost anything that needs to be done. In the war, the Navy was called upon to undertake many novel and untried tasks, but whenever any new and difficult duty was imposed, the entire service, from admirals to apprentice seamen, responded with enthusiasm and went at it with the initiative and energy which compelled success. When we were called upon to arm American merchant vessels, hundreds of expert gunners were required and many more guns than seemed possible to secure, of the calibres necessary. But we got the guns and the gunners, and it was not long before practically all American vessels sailing the war zone were armed and carried naval gun-crews. When war was declared we possessed few of the auxiliary vessels required for scouting, patrol and other duties, but they were secured. We needed five times as much anti-submarine craft, and we built submarine chasers and destroyers by the hundred. There were few transports available when the Navy was entrusted with the transportation of American troops to France, but, from small beginnings, the Cruiser and Transport Force was built up into a huge fleet. Two million American troops were safely transported to France, with large assistance from the British, and such aid as the French and Italians could furnish; about 950,000 of these being carried over in American vessels. The manning and operation of troop-ships and cargo transports by the Navy required hundreds of crews. These were ready when required, and hundreds of thousands of soldiers and millions of tons of munitions and supplies were transported in vessels manned by the Navy. These joint operations of Army and Navy were conducted in the closest co-operation, and their success reflects the highest credit on both. In this war it has been in fact, as well as in name, a "United Service." One of the most gratifying features of the war has been the close co-operation of the Allied navies. The Crisis of the Naval War by John Rushworth Jellicoe Jellicoe It is perhaps as well that the nation generally remained to a great extent unconscious of the extreme gravity of the situation which developed during the Great War, when the Germans were sinking an increasing volume of merchant tonnage week by week. The people of this country as a whole rose superior to many disheartening events and never lost their sure belief in final victory, but full knowledge of the supreme crisis in our history might have tended to undermine in some quarters that confidence in victory which it was essential should be maintained, and, in any event, the facts could not be disclosed without benefiting the enemy. But the position at times was undoubtedly extremely serious. At the opening of the war we possessed approximately half the merchant tonnage of the world, but experience during the early part of the struggle revealed that we had not a single ship too many for the great and increasing oversea military liabilities which we were steadily incurring, over and above the responsibility of bringing to these shores the greater part of the food for a population of forty-five million people, as well as nearly all the raw materials which were essential for the manufacture of munitions. The whole of our war efforts, ashore as well as afloat, depended first and last on an adequate volume of merchant shipping. It is small wonder, therefore, that those who watched from day to day the increasing toll which the enemy took of the country's sea-carrying power, were sometimes filled with deep concern for the future. Particularly was this the case during the early months of unrestricted submarine warfare in 1917. For if the menace had not been mastered to a considerable extent, and that speedily, not only would the victory of the Allies have been imperilled, but this country would have been brought face to face with conditions approaching starvation. In pre-war days the possibility of these islands being blockaded was frequently discussed; but during the dark days of the unrestricted submarine campaign there was ample excuse for those with imagination to picture the implication of events which were happening from week to week. The memories of those days are already becoming somewhat dim, and as a matter of history and a guide to the future, it is perhaps well that some account should be given, however inadequate, of the dangers which confronted the country and of the means which were adopted to avert the worst consequences of the enemy's campaign without ceasing to exert the increasing pressure of our sea power upon his fighting efficiency, and without diminishing our military efforts overseas. Excerpt from The Victory at Sea This is not in any sense a history of the operations of our naval forces in Europe during the Great War, much less a history of the naval operations as a whole. That would require not only many volumes, but prolonged and careful research by competent historians. When such a work is completed, our people will realize for the first time the admirable initiative with which the gallant personnel of our navy responded to the requirements of an unprecedented naval situation. But in the meantime this story has been written in response to a demand for some account of the very generally misunderstood submarine campaign and, particularly, of the means by which it was defeated. The interest of the public in such a story is due to the fact that during the war the sea forces were compelled to take all possible precautions to keep the enemy from learning anything about the various devices and means used to oppose or destroy the underwater craft. This necessity for the utmost secrecy was owing to the peculiar nature of the sea warfare.
