Excerpt from Who's Who in the British War Mission to the United States of America, 1918 The introduction to the first issue of the "Who's Who in the British Wax Mission" gave an account of the formation of the Mission by the combination under one head of the various departmental and other missions which had been sent to the United States, and described the growth of the various departments of the Mission up to November, 1917. In that month it was announced that the Earl of Reading, Lord Chief Justice of England, had been appointed Ambassador Extraordinary and Plenipotentiary on Special Mission and also High Commissioner in the United States. As Ambassador he succeeded Sir Cecil Spring Rice, whose failing health soon after culminated in his greatly regretted death. By this appointment the British Diplomatic and Consular services in the United States and the whole of the British War Missions were placed under the same head. Lord Reading arrived in America in February, 1918. Viscount Northcliffe, who had arrived in the United States as Chairman of the British War Mission on June 10th, 1917, returned to England on November 3rd of that year. On Lord Reading's appointment as High Commissioner Lord Northcliffe became Chairman of the London branch of the Mission, now situated at Crewe House. The general organisation of the British War Mission at the present time is shown in the diagrams annexed. Anglo-American relations were transformed during the First World War. Britain was already in long-term economic decline relative to the United States, but this decline was accelerated by the war, which was militarily a victory for Britain, but economically a catastrophe. This book sets out the economic, and in particular, the financial relations between the two powers during the war, setting it in the context of the more familiar political and diplomatic relationship. Particular attention is paid to the British war missions sent out to the USA, which were the agents for much of the financial and economic negotiation, and which are rescued here from underserved historical obscurity.
