The essays in this volume illustrate the difficult real world ethical questions and issues arising from accelerating technological change in the military and security domains, and place those challenges in the context of rapidly shifting geopolitical and strategic frameworks. Specific technologies such as autonomous robotic systems, unmanned aerial vehicles, cybersecurity and cyberconflict, and biotechnology are highlighted, but the essays are chosen so that the broader implications of fundamental systemic change are identified and addressed. Additionally, an important consideration with many of these technologies is that even if they are initially designed and intended for military or security applications, they inevitably spread to civil society, where their application may raise very different ethical questions around such core values as privacy, security from criminal behaviour, and state police power. Accordingly, this volume is of interest to students of military or security domains, as well as to those interested in technology and society, and the philosophy of technology.

Artificial Intelligence is going to war. Intelligent weapon systems are here today, and many more are on the way tomorrow. Already, they're reshaping conflict--from the chaos of battle, with pilotless drones, robot tanks and unmanned submersibles, to the headquarters far from the action, where generals and politicians use technology to weigh up what to do. AI changes how we fight, and even how likely it is that we will. In battle, warbots will be faster, more agile and more deadly than today's crewed weapons. New tactics and concepts will emerge, with spoofing and swarming to fool and overwhelm enemies. Strategies are changing too. When will an intelligent machine escalate, and how can it be deterred? Can robots predict the future? And what happens to the 'art of war' as machines themselves become creative? Autonomous warfare makes many people uneasy. An international campaign against 'killer robots' hopes to ban AI from conflict. But the genie is out--AI weapons are too useful for states to outlaw. Still, crafting sensible rules for warbots is possible. This fascinating book shows how it might be done.

In a galaxy torn apart by the Last War, vast pirate fleets roam from system to system, robbing, extorting, and enslaving. Amidst this chaos, thousands of independent operators – smugglers, relic hunters, freedom fighters, and mercenaries – roam the dead stars in small ships, scratching out a living any way they can. In Stargrave, players take on the role of one of these independent operators, choosing from a range of backgrounds each with their own strengths, weaknesses, and associated powers. Next, players must hire a crew for their ship, recruiting a lieutenant with a unique skill-set and a handful of soldiers, mechanics, hackers, and other specialists. Some captains may even recruit strange alien lifeforms with abilities no humanoid could ever possess. Once the players' crews are assembled, they are ready to dive into a campaign. Over a series of games, their crews will have the chance to carry out a variety of missions – recovering lost technology, stealing data, freeing slaves, and fighting back against the pirate fleets. In time, as the crews gain experience, they will become more powerful and hire more talented specialists. The more they grow, however, the more likely it is that a pirate fleet will take note of their activities and come after them!

Just War scholarship has adapted to contemporary crises and situations. But its adaptation has spurned debate and conversation—a method and means of pushing its thinking forward. Now the Just War tradition risks becoming marginalized. This concern may seem out of place as Just War literature is proliferating, yet this literature remains welded to traditional conceptualizations of Just War. Caron E. Gentry and Amy E. Eckert argue that the tradition needs to be updated to deal with substate actors within the realm of legitimate authority, private military companies, and the questionable moral difference between the use of conventional and nuclear weapons. Additionally, as recent policy makers and scholars have tried to make the Just War criteria legalistic, they have weakened the tradition's ability to draw from and adjust to its contemporaneous setting. The essays in The Future of Just War seek to reorient the tradition around its core concerns of preventing the unjust use of force by states and limiting the harm inflicted on vulnerable populations such as civilian noncombatants. The pursuit of these challenges involves both a reclaiming of traditional Just War principles from those who would push it toward greater permissiveness with respect to war, as well as the application of Just War principles to emerging issues, such as the growing use of robotics in war or the privatization of force. These essays share a commitment to the idea that the tradition is more about a rigorous application of Just War principles than the satisfaction of a checklist of criteria to be met before waging “just” war in the service of national interest.

This volume contains a selection of the papers presented at the 11th International Workshop on Multi-Agent-Based Simulation (MABS 2010), a workshop co-located with the 9th International Joint Conference on Autonomous Agents and Multiagent Systems (AAMAS 2010), which was held on May 10-14, 2010 in Toronto, Canada. The 11 revised full papers presented were carefully reviewed and selected from 26 submissions. The workshop has been an important source of inspiration for the body of knowledge that has been produced in the field of Multi-Agent Systems (MAS). As illustrated by this volume, the workshop continues to bring together researchers interested in MAS engineering with researchers focused on finding efficient ways to model complex social systems in social, economic and organizational areas. In all these areas, agent theories, metaphors, models, analyses, experimental designs, empirical studies, and methodological principles all converge into simulation as a way of achieving explanations and predictions, exploring and testing hypotheses, and producing better designs and systems.
