A sustainable and stable energy supply is essential for a country’s stability and wellbeing. Seychelles, like many small island developing states (SIDS), currently depends on imported energy, in the form of fossil fuels. The high dependence on fossil fuel imports means Seychelles is highly vulnerable to disruptions in global markets. The situation is exacerbated by a reliance on imported food, which accounts for about 70 percent of food consumption. To limit this dependence, it is aiming to increase its reliance on renewable energy to 15 percent by 2030, with a long-term ambition of using 100 percent renewable sources for electricity production. Sustainable bioenergy is one form of renewable energy that can be used to green a country’s energy mix. This Sustainable Bioenergy Assessment report for Seychelles looks at the potential for sustainable bioenergy within the country, considering the country context, conditions and delicate habitat. The report considers sustainable biomass sources from the agriculture, forestry and waste sectors. The assessment was conducted following the bioenergy and food security (BEFS) approach of FAO, and identifies a number of bioenergy pathways relevant for the country. Within the report, the different forms of biomass, their availability and viability are assessed. Livestock, crop and forestry residues, and the biodegradable portion of waste, otherwise destined for landfill, are among the sources of biomass considered. The use of these biomass types and amounts are then assessed from a technical and economic point of view, under different price scenarios, for the production of energy.

The Public Investment Management Assessment (PIMA) for Seychelles shows a relatively well-designed public investment management system, with well-unified budgeting arrangements and effective funding processes for capital projects. However, the assessment also notes under-execution of capital budgets and identifies important areas for improvement in medium-term budgeting, project planning, and asset management. The Climate Public Investment Management Assessment (C-PIMA) provides a climate perspective on public investment management in Seychelles. This module identifies proactive climate-related public investment coordination but gaps in the incorporation of climate resilience measures within the investment framework. Recommended reforms are geared towards enhancing project appraisal, defining roles in the public investment system, and integrating climate change adaptation into the planning process. Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.

In the last decade, the concept of a Blue Economy has ignited a deep theoretical debate. Ranging from the integration of the triple bottom line of sustainability to the optimization of profit from ocean exploitation, the meaning of the term blue economy differs considerably between epistemic communities and even more so among national and regional policies. There is a general sense of the opportunity to realise enhanced social and economic benefits from the sustainable utilisation of their ocean and coastal resources under the umbrella framework of blue economy. Blue economy is gaining traction already as a significant component of national policies, even in spite of a clear conceptualization of the term. Many countries are now preparing national policies towards realising their blue economy ambitions, utilizing the concept as they see fit. Likewise, multilateral and regional organisations are developing guidelines, and providing investment in new research, technologies, and financing tools that promote blue economy. Critical challenges abound, in particular in less privileged countries. These include the gap in research capabilities, governments prioritizing social wellbeing and economic profit in contrast to environmental protection, the identification of new and emerging areas of ocean economic activity that are both socially and ecologically sustainable and holds viable business models that can attract private investment.
