The COVID-19 pandemic outbreak has affected the entire globe and various countries worldwide have faced educational crises that entailed the re-organization of educational institutions for coping with the complex reality. On the international level, exposure to administrative and pedagogical organization constitutes part of a global culture that allows learning from the experience of other educational institutions. Some of the educational institutions consider the crisis an unprecedented opportunity for the promotion of pedagogical processes. This brief describes a new wave of state legislation, which emphasizes individual principal accountability as part of a broader educator talent-management strategy. The brief provides a snapshot of new state-level policy on principal evaluation and describes reasons for policy change as represented in state policy language and trends in policy content. These descriptions are drawn from the "National Comprehensive Center on Teacher Quality's State Principal Evaluation Policy" database (http://resource.tqsource.org/StateEvalDB). The thematic analysis was informed by the guidelines for principal evaluation policy implementation, as described by Clifford, Hansen, and Wraight (2012). The state-level data analyzed was limited to the states that have won Race to the Top (RTTT) funds in rounds one, two, and three, with the exception of Hawaii, which has yet to develop its principal evaluation system. As early implementers of updated principal evaluation policies, states that have won RTTT funds tend to have more data on their evaluation systems and be further along in implementing their principal evaluation systems than other states, at least partially because of the federally monitored timelines. In addition, these states have served as models of challenges that can arise in implementing principal evaluation systems and, in many cases, have identified possible solutions to these challenges. A principal's effectiveness impacts both teachers and students. Effective principals improve the retention of effective teachers and the outcomes of students. Although all schools can benefit from an effective school principal, there is an emergent need for schools that are chronically low-performing. "Gateways to the Principalship: State Power to Improve the Quality of School Leaders" proposes state policies for improving principal effectiveness and student achievement. It uses policy examples from eight "lagging" and eight "leading" states as a means of advocating for a wide range of policy actions aimed at influencing principal preparation, licensure and retention. The report, however, has several flaws that undermine its usefulness. It provides little explanation on how the state exemplars were selected or why they were considered to be leading or lagging. It makes little use of existing research. It does not report on extensive current state and professional activities on leadership standards, program accreditation and licensure requirements that address exactly these features. It recommends ending the "monopoly" of higher education in principal preparation and broadening (or lowering) the criteria for becoming a principal, but it provides no research or other evidence that such changes are warranted, will improve student achievement, or have other beneficial effects. The report's endorsement of broadly accepted, almost platitudinous reform principles, coupled with unsupported and possibly counterproductive recommendations, renders the report of little value in improving the quality of principals.
