Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Increased effort to cope with the rapidly emerging impacts of climate change is urgently needed. Whether adaptation bears the risk of inducing a negative feedback loop through its energy requirements has not been investigated. Here we examine the Nationally Determined Contributions submitted by world governments under the Paris Agreement with the aim of identifying the adaptation options associated with energy use and of defining energy use for adaptation. By linking the resulting options to the United Nations' Sustainable Development Goals, through the related targets and indicators, we evaluate the extent to which energy use for adaptation facilitate progress towards sustainability. Drawing from the relevant literature on vulnerability and energy, we provide new evidence on the role that energy plays in the context of adaptation, proposing a framework that connects adaptation, mitigation, and sustainable development through the lens of the energy requirements of adaptation strategies. Results highlight priority policy actions to promote climate-development synergies and indicate where quantitative system models could focus in order to integrate adaptation energy needs in future energy scenarios.

The main objective of this report is to review the monitoring and evaluation (M&E) frameworks, tools and guidance documents that are available for climate-smart agriculture (CSA), and in particular for objective (“pillar”) two on adaptation and resilience. The report is a literature review and does not propose a new methodology. It is not an exhaustive list, but summarises the main M&E frameworks. This report represents the first step towards the development of operational guidelines for the design and implementation of national M&E frameworks for CSA, to be developed during the first quarter of 2019. The envisioned operational guidelines will address the core constraints and needs of Member States on both the design and implementation of an M&E system that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda climate instruments. These guidelines will address the principal need expressed by Member States that M&E systems and indicators should be simple and not onerous.
