There is limited access for small and medium-sized enterprises (SMEs) to bank credit. This book proposes new and sustainable models to help ease the access of SMEs to finance and boost economic growth and job creation in Asia. This book looks at the difficulties of SMEs in accessing finance and suggests ways on how to mitigate these challenges. It suggests how we can develop credit information infrastructures for SMEs to remedy the asymmetric information problem and to utilize credit rating techniques for the development of a sustainable credit guarantee scheme. The book provides illustrations of various Asian economies that implemented credit guarantee schemes and credit risk databases and is a useful reference for lessons and policy recommendations.

Small and Medium Enterprises (SMEs) make up the bulk of the economic tissue of the economy. In developing countries, they represent the majority of employment, including female employment. Investing in SMEs is a long-term and smart strategy, with sustainable returns that multiply across regions, countries and societies. SMEs constitute the overwhelming majority of firms. Globally, SMEs make up over 95% of all firms, account for approximately 50% of GDP and 60%–70% of total employment, when both formal and informal SMEs are taken into account. This amounts to between 420 million and 510 million SMEs,310 million of which are in emerging markets. Promoting access to finance for SMEs has been on the global reform agenda since the global financial crisis. The purpose of this paper is to investigate the opportunities of development and growth as well as the main challenges to Islamic finance for SMEs.

The Asian Development Bank (ADB) and the ADB Institute (ADBI) recognize the importance of integrating SMEs into global value chains. To provide pathways for such integration, this study examines ways of encouraging participation in value chains, and explores policy solutions to address the financial and nonfinancial barriers faced by these enterprises.

A vibrant stratum of small and medium-sized enterprises (SMEs) is critical for the growth and development of Asian economies. These enterprises generate employment, contribute to investment, participate in value chains, and support innovation. SMEs that seek to sustain and grow their operations, however, face a variety of constraints, many of which are directly related to size. These so-called "size-induced market failures" create a role for public policy interventions by governments throughout the region. This book focuses on the market failures encountered by enterprises in the key areas of technology and innovation, credit and finance, education and skills, and market access. Obstacles to participation in the rapidly expanding regional and global value chains are also examined. Among a variety of issues, the book explores the "missing middle" in credit facilities for enterprises that are beyond microcredit but not yet able to secure regular loans from banks. The book investigates the barriers to innovation and how best to combine internal and external research and development. It also looks at the hiring versus training options to build human capital. The various chapter authors examine national and multicountry experiences in South and East Asia, ranging from those in Pakistan to Japan.
