"Restructuring has produced a definite favorable impact on labor relations and workers behavior in the reorganized farms. Managers of reorganized farm enterprises give a much more positive assessment of the behavioral patterns of their workers than managers of non-reorganized farms." Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs.

Annotation Although growth of infrastructure services in Vietnam since the late 1980s greatly facilitated rapid growth in exports and gross domestic product (GDP), Vietnam's infrastructure still suffers from a number of major inadequacies. This report has three main objectives: to describe and assess the current status and performance of key infrastructure sectors; to describe and assess the policy, regulatory, and institutional environment for involving the private sector in those sectors; and to help policymakers in framing future reform and development strategies and to assist potential private sector investors in assessing investment opportunities.

Before the collapse of the Eastern Bloc, private marketeering was regarded not only as criminal, but even immoral by socialist regimes. Ten years after taking on board western market-orientated shock therapy, post-socialist societies are still struggling to come to terms with the clash between these deeply engrained moralities and the daily pressures to sell and consume. This book explores the new market and its resulting contradictions in a rapidly developing Eastern Europe and Russia. Will Western fast-food industries irrevocably alter local culinary practices? What effect has the privatization of land had upon ownership and exchange? What role do new commodities play within the household? Based on original, first-hand ethnography, this book is a long-awaited addition to existing literature on post-socialist societies. It will be essential reading for students of anthropology, sociology, European and cultural studies, as well as professional groups working in Eastern Europe and Russia, including NGOs, development organizations and businesses.

This report examines the existing constraints and opportunities to implement a catastrophe insurance system which can resolve the key obstacles currently impeding broader implementation of a risk funding approach. The four main pillars in such a strategy involve: strengthening the insurance sector regulatory requirements and supervision; establishment of broad based pooled catastrophe funding structures with efficient risk transfer tools; promoting public insurance policies linked to programs for loss reduction in the uninsured sectors; and strengthening the risk assessment and enforcement of structural measures such as zoning and building code compliance.

'Utility Pricing and the Poor' evaluates the 1999 electricity tariff increase and the potential for improved water-sector cost recovery, with a particular focus on service accessibility and affordability for the poor. A two-stage approach is recommended. In the first stage, revenues should be increased by ensuring payment from households that have reliable service but are not paying their bills. After collection capacity is strengthened, the utility should implement a program of tariff adjustment, based on improved service and meter-based billing.
