DOWNLOAD EBOOK →The Committee's report examines the provision and management of Gypsy and Traveller sites within England, focusing on the following aspects: current provision and location of sites; demand for, and use of sites; existing funding arrangements; the Gypsy Site Refurbishment Grant scheme; site characteristics and facilities; management of unauthorised camping; and ODPM statistical information on caravans, sites and families. The Committee's report notes the contradictory views held about Gypsies and Travellers, and the public opposition to their encampment in local areas for fear, whether real or not, of crime and anti-social behaviour. In light of this, the report seeks to assess the extent of problems faced both by Gypsies and Travellers and the settled community, and suggests ways to reduce the conflict, misery and nuisance being caused. Recommendations made include, due to the lack of sites available, that the Government should re-introduce a statutory requirement for local authorities to provide suitable accommodation, based on an assessment of need at regional level, and funded through a capital grant.

This book adopts a critical approach to the concept of 'legacy' focussing specifically on housing. It argues there will be a range of both intended and unintended legacy outcomes and an urgent need for revised strategies if those original objectives are to be achieved. The concept of legacy is explored in a number of ways, including an overview of housing legacy in other host cities; the experiences and perspectives of those residents decanted to make way for the Olympic Park; a critical review of legacy plans; a detailed analysis of the conversion of the Athletes’ Village into housing; and a case study of the emerging area ’Stratford High Street’, which explores issues of social class change and the limitation of planning policies. Whilst taking housing as its focus, this book adopts a sociological perspective by exploring the likelihood of social class change in order to draw conclusions about 'gentrification', 'social polarisation' and the extent to which 'social inclusion' is reflected in housing legacies.

It offers an important perspective in a field dominated by employment law studies, while drawing on concepts significant in that field as well. Legislative discussion looks at EU law, the European Convention on Human Rights, the European Social Charter and related case law. The book goes further to examine United Nations human rights instruments and related practice of UN committees. This unique focus allows for a fuller understanding of anti-discrimination law's implications, potential, and challenges.

An analysis of the post-war housing situation is given in order to illustrate a connection between social and economic conditions, legislation affecting gypsies and travellers and the visibility and general consciousness of the gypsy and traveller population. The originality of the book lies in its argument that the position of gypsies and travellers largely arises out of social conditions and interaction rather than political, biological or ideological determinants. It puts forward the notion of an ethnic narrative of traveller identity and illustrates how variations of this have been defensively deployed by some travellers and elaborated on by theorists. Belton focuses on the social generation of travellers as a cultural, ethnic and racial categorization, offering a rational explanation of the development of an itinerant population that is less ambiguous and more informative in terms of the social nature of the gypsy and traveller position than interpretations based on 'blood', 'breed', 'stock', ethnicity or race that dominate the literature.

A national network of Traveller Education Support Services works to enable Gypsy Roma Travellers to become active participants in their children's education, schools and local authorities to respond to their needs, and pupils to have continuity of education through transitions and when mobile. This book aims to provide the basic background information for anyone involved in supporting this process. The information is organised in accessible, cross-referenced sections so readers can go straight to the section most relevant to their needs.
