Excerpt from Transactions of the Royal Historical Society, Vol. 8 In the old days when the Germanic Diet still sat at Frankfort, a statesman, who then represented the power which was destined to sweep into nothingness that famous institution, told me that he always had a Tacitus by his bedside. 'Then, ' I replied, 'you hardly agree with your distinguished countryman who called Tacitus a disappointed courtier.' 'If, ' he rejoined, 'there were many courtiers like Tacitus, I should take care to frequent courts.' That story came back to me last year when I was writing the address which I had the honour of delivering to you on the uses of Thucydides to the modem statesman, and I am not sure that I can do better than to try to answer this afternoon, with regard to the most interesting of Latin historians, the same question which I tried to answer last February with regard to the great Athenian. On this occasion also I wish to narrow as much as possible the field of inquiry. I do not propose to enter at all into the question, so much discussed in recent years, of the trustworthiness of Tacitus as an historian.
