The United States, 'to be sure, had incorporated these principles in its first treaties and had made formal protest against the Orders in Council of June but the protests were fortified only by para graphs -from Pufendorf and Vattel. The relentless pressure of naval power had made them only, perfunctory. The British ministry had been careful to feel out the attitude of the American administra tion toward any such proceding before the Orders were issued.
