What is symbolic representation? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. The symbolic order of gender in organizations - how gender relations are culturally and discursively produced and reproduced, and how they might be done' differently, are explored in this book. Silvia Gherardi focuses on the relationship between gender, power and culture in organizations and on the need to come to grips with the pervasive, elusive and ambiguous nature of gender in work settings. The introduction of electoral gender quotas in diverse contexts around the globe has attracted a great deal of scholarly and political interest. To date, research on these measures has focused primarily on quota design, adoption, and effects on the numbers of women elected. While this remains a crucial focus, quotas are not simply about changing the proportion of women in political office. Most of the studies on political underrepresentation have tried to explain the factors that account for the underrepresentation of some groups in political power. The present research project focuses on the link between descriptive and symbolic representation and seeks to understand what consequences a more proportional political environment produces on the attitudes of both underrepresented and overrepresented groups towards the political system. Women remain among the least politically represented groups and therefore this project focuses on and analyses them in various political positions. Two dimensions of the relationship between citizens and politics are analysed: the level of political engagement and the evaluation of the political system. While there is a clear gender gap in the former, the same does not apply to the latter. This dissertation reaches three important achievements. The first one is to develop the first theoretical framework of the potential causal mechanisms that are likely to operate behind the impact that female politicians have on both women and men. The second is to show that men can indeed be positively influenced; but mainly to clarify that the way they evaluate the political system is nearly the only way they are affected - their level of political engagement does not change. The third achievement is to show that, while most scholarship has been focusing on the topic political involvement, the presence of female politicians seems to be more connected to the way women evaluate the political system. This means that the 'role model effect' is not the main mechanism at work here. Instead, the idea that the presence of women is necessary to represent women's interests and the fact that they are seen as bringing something new into the political world appear more influential factors. Altogether the signs of the impact of the presence of female politicians are modest.

Being concerned with representation, this book is about an idea, a concept, a word. It is primarily a conceptual analysis, not a historical study of the way in which representative government has evolved, nor yet an empirical investigation of the behavior of contemporary representatives or the expectations voters have about them. Yet, although the book is about a word, it is not about mere words, not merely about words. For the social philosopher, for the social scientist, words are not "mere"; they are the tools of his trade and a vital part of his subject matter. Since human beings are not merely political animals but also language-using animals, their behavior is shaped by their ideas. What they do and how they do it depends upon how they see themselves and their world, and this in turn depends upon the concepts through which they see. Learning what "representation" means and learning how to represent are intimately connected. But even beyond this, the social theorist sees the world through a network of concepts. Our words define and delimit our world in important ways, and this is particularly true of the world of human and social things. For a zoologist may capture a rare specimen and simply observe it; but who can capture an instance of representation (or of power, or of interest)? Such things, too, can be observed, but the observation always presupposes at least a rudimentary conception of what representation (or power, or interest) is, what counts as representation, where it leaves off and some other phenomenon begins. This book traces the struggles over the institutions of political representation in Central and Eastern Europe, focusing on the factors that have held women back over the post-communist period, as well as on the growing evidence for change throughout the region. Post-communist Europe has long raised two puzzles for scholars of women’s representation in politics. First, why have women been under-represented in politics in every country in the region since communism’s collapse? Secondly, why are there relatively few cases where women’s advocates have been successful in pressing for change?
