This report begins with an overview of the background to heavy duty diesel vehicle (HDDV) inspection & maintenance (I/M) in the US and Canada, and the need for such inspection, with particular attention to the effects of diesel exhaust particulate matter and smoke. Section 2 reviews emissions from HDDVs, with projections to 2010, and the legislation governing such emissions. Emissions inspection and maintenance (I/M) programs subject vehicles to periodic inspections of their emission control systems. Despite widespread use of these programs in air-quality management, policy makers and the public have found a number of problems associated with them. Prominent among these issues is the perception that emissions benefits and other impacts of I/M programs have not been evaluated adequately. Evaluating Vehicle Emissions Inspection and Maintenance Programs assesses the effectiveness of these programs for reducing mobile source emissions. In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs. A motor vehicle emission inspection and maintenance (I/M) program is a system for the reduction of air pollution through mandatory testing of emissions and/or inspection of pollution control equipment to ensure that vehicles are properly maintained and have not been tampered with or misfuelled. The federal government has imposed stringent emission standards for both light and heavy duty motor vehicles at the point of manufacture in Canada or importation into Canada. A program for the testing and regulation of emissions from in-use motor vehicles is required to ensure full benefit from the public investment in emission control equipment on new vehicles. This report documents the findings of an I/M Implementation Task Force set up in May of 1989 to complete the preliminary design of a motor vehicle emission inspection and maintenance program for the Greater Vancouver Regional District (GVRD) and the areas in the Lower Mainland to the east of the GVRD.
