Part I. Gives information with respect to the Classification Of Goods and Revision Of Maximum Rates, and is, in fact, a commentary on the 24th section Of the Act. Part II. Deals with the whole of the Act excepting section 24. It will be published shortly. The Obj ect Of Part I. Is to put railway companies and traders in full possession Of the existing law under the Companies' Special Acts, and to provide a convenient means of comparing the present with the proposed rates. The observations made by the inter-state Commerce Commission of the United States on the principles of classification of goods and reasonableness Of rates will be found useful. Excerpt from A Treatise on the Law Relating to Rates and Traffic on Railways and Canals: With Special Reference to the Railway and Canal Traffic Act, 1888 and the Practice of the Railway and Canal Commission, With an Appendix of Statutes, Rules, Etc The present volume deals only with that branch of the law applicable to railway and canal companies, which is affected by the Act of last session, viz., the law relating to Rates and Traffic - in other words, the law relating to the facilities which those companies are bound to afford for the transmission of goods, and the charges which they are authorised to demand in return from the public. That Act effects three important changes. (1.) It provides for the revision of the statutory charging powers of all railway and canal companies, and endeavours by this means to bring about a simplification of rates, and to set at rest the vexed question of terminals. (2.) It amends, modifies, and explains the existing law. (3.) It establishes a new and permanent tribunal for the determination of differences between railway and canal companies and the public. The main objects of the present volume are to make clear the nature and extent of these changes, and to present a statement of the existing law in a form at once useful to the practitioner or railway official, and intelligible to the general reader. It has been thought that these objects are likely to be best attained by dividing the book into chapters according to the heads of the subject-matter, pointing out in each chapter the effect of the Act upon the particular head under discussion. At the same time the author has endeavoured to preserve the advantages of a chronological arrangement of statutes by printing the unrepealed provisions of the earlier Acts, and the full text of the Act of 1888, in an Appendix, with short notes and full references to the text. Excerpt from The New Law of Rates and Charges on Railways and Canals, Under the Railway Canal Traffic Act, 1888: A Summary of the Law of Traffic Facilities, on Railways and Canals as Affected by the Act of 1888 HE notices from the various Railway Companies, which have appeared in the Gazette and in other newspapers within the last few days, constitute one of the first steps to be taken under the new Railway and Canal Traffic Act, 1888. Such notices are to the effect that the different Railway Companies have submitted revised classifications of merchandise and revised schedules of maximum rates and charges for the ap proval of the Board of Trade that copies of them will be supplied at Railway Stations at the price of One Shilling, and that objections to them must be lodged with the Board of Trade within eight weeks from the date of the notices. The Act provides that within the period prescribed by such notices, objections may be taken to the classification and schedule by the trading public, by Chambers of Commerce, and by various other persons and bodies interested in the carriage of goods and merchandise.
