Excerpt from The Medical Times and Gazette, Vol. 47: A Journal of Medical Science, Literature, Criticism and News; Volume II for 1873 Lord Stanhope moved an address to the Queen, praying her Majesty to take into consideration the institution of an Order of Merit, to be bestowed upon men who have distinguished themselves in science, literature, and art. He stated that there was no country of any importance but England that had not made some provision for the proper recognition of such claims to public distinction. The recognition of art and science by the grant of decorations had, instead of advancing, actually retrograded in England, and he thought it would be desirable to give to literary men and artists a distinction similar to those Orders which statesmen and military com manders were ambitious to receive. Ared riband was formerly granted to men of science, and it added to the dignity with which Sir Joseph Banks used to preside over the Royal Society; but this was no longer the case. This had been strikingly shown by the decoration of the Bath being con ferred on Professor Owen, a man of great eminence, who was eligible as the holder of an office in the Civil Service - viz., at the British Museum; while he apprehended that a man of equal eminence, Sir Charles Lyell, would be excluded.
