This opinion crystallized into a demand for a league of nations of some kind, and the problem of organizing such a league was given precedence over all the other problems that were pressing for attention at the Peace Conference. The Covenant of the League has been adopted by the Conference and will shortly go to the signatory states for ratification. Ought it to be ratified? The answer to this question can be given only after we have decided what we mean by the thing itself.
