The aim of publishing the Draft Legislative Programme is to set out the Government's current proposals for legislation, to be considered by Parliament in its next session, for comment and consultation before the final programme is published in the Queen's Speech towards the end of the year. This Green Paper, "Preparing Britain for the Future - the Draft Legislative Programme 2008-09", sets out the proposed bills and other, non-legislative actions, organised into four themes that reflect the core direction of the Government: economic stability; making the most of your potential; personalisation and improvement of public services; handing power back to people. The 18 major bills to be presented are summarised in chapter three: Economic stability: 1. Banking reform; 2. Saving Gateway; 3. Business rates supplement; 4. Marine and coastal access; 5. Heritage protection; - Making the most of your potential: 6. Education and skills; 7. Equality; 8. Welfare reform. - Personalisation and improvement of public services: 9. Policing and crime reduction; 10. Transport security; 11. Communications data; 12. Law reform, victims and witnesses; 13. Citizenship, immigration and borders; 14. Coroners and death certification; 15. National Health Service reform. - Handing power back to people: 16. Constitutional renewal; 17. Community empowerment, housing and economic regeneration. - Other: 18. Geneva Conventions and United Nations personnel. The Government invites public response to these proposals.

The Committee has set out a number of conclusions and recommendations, including: the Committee believes that the use of plain English in the Draft Legislative Programme is to be commended, and the Government should consider extending the approach to programmed Bills on a trial basis; that the Government's main non-legislative plans should be included in the Draft Legislative Programme, alongside the list of proposed bills, in order that a full programme of government is available for scrutiny; that there is a benefit to be derived from the presentation of the Government's legislative programme as a whole and that the Draft Legislative Programme should be published earlier in the year, preferably before Easter, so that select committee scrutiny and public consultation can be carried out more effectively; that the Draft Legislative Programme should be the subject of a separate debate in Parliament.
