Excerpt from The Forest Service Timber Appraisal System: A Historical Perspective, 1891-1981 The purpose of this study is to record a history of the appraisal systems used by the Forest Service to determine the values of timber sold off the National Forests, from the earliest years of commercial sales of the present. This book outlines the progression of events that shaped the present appraisal system. It is not an eval ustion of this system, but an attempt to explain how it came to be the way it is. The first section traces this development from the first rules established in 1897 by the General Land Office (glo), u.s. Department of the Interior, to the present. Glo revised its rules in 1901 and 1902; then early in 1905, the Bureau of Forestry, u.s. Department of Agriculture, soon renamed Forest Service, took over the Reserves. The Forest Service's first Use Book that year restated and revised timber appraisal procedures for the Reserves. The system went through many modifications and elaborations over the years, as described in the various timber appraisal manuals and the appraisal sections of the Forest Service Manual and supplementary instructions.
