The memorial notes that the University has a debt of $10,000, and points to the importance of favorable action to the enclosed Finance Committee report. The memorial is signed by Henry P. Tappan (President), M.A. Patterson (1st Dist.), and other members of the Board of Regents. It is dated Ann Arbor, Dec. 24, 1852. Included with the memorial is a copy of a Finance Committee report: "Report of Finance Committee of Board of Regents of University of Michigan, referred to in the proceeding Memorial." It includes information on funds received from the sale of University lands and the practice of crediting the University with interest only. The Finance Committee recommends an act that would provide more funds from the land sales. The Finance Committee report is signed by M.A. Patterson, Ch'n.
