It chronicles the impact of war and Socialist Construction upon an extremely poor area left undeveloped by French colonial exploitation. The analysis focuses on the severe restraints that faced socio-economic development in North Vietnam, and the adverse effects of forced development based upon neo-Stalinist institutional models. Deep problems were encountered in attempting to implement Socialist Construction in the North, and wartime aid from fraternal Socialist countries masked the fundamental economic imbalances created by the development effort. After national reunification in 1975 the structural difficulties of the Northern economy and the shortcomings of its economic management system crushed the expectations of rapid peacetime development and led to the economic crisis of the late 1970s.

Examining the experiences of 11 developed countries in their earlier stages of development and the experiences of 10 developing and transition economies in the last half a century, the book offers an in-depth discussion on a range of public policies for agriculture, some currently in use and others forgotten in the mist of history. After presenting the overarching theoretical framework and a synthesis of findings over the 21 countries examined, the book presents six detailed case studies of agricultural policy in the last half a century in two Latin American countries (Chile and Mexico), two African countries (Ethiopia and Ghana), and two Asian countries (India and Vietnam). Each chapter examines a wide range of policies, including land policy (land tenure reform and land quality improvement), knowledge policy (research, extension, education, and information), credit policy (specialized banks and agricultural credit co-operatives), physical inputs policy (irrigation, transport, electricity, and divisible inputs such as fertilizers, seeds, and farm machinery), policies intended to increase farm income stability (price stabilization measures, insurances, and trade protection), and policies intended to improve agricultural marketing and processing. Through its historical and comparative approaches, the book frees our "policy imagination" by showing that the range of policies and institutions that have produced positive outcomes for agricultural development has been much wider than any particular ideological position – be it the pre-1980s statist one or the pro-market NCW – would admit. It also shows that the willingness to experiment with new policies and institutions, and the willingness to learn from other countries’ successes and improve upon their solutions, were important in all agricultural success stories.

In Vietnamese culture boys alone perpetuate the patrilineal family line; they incorporate the past, present, and future morality, honor, and reputation of their father's lineage. Within this patrilineal universe, girls are viewed as blank sheets of paper and must compensate for this deficiency by embodying tinh cam (sensitivity, sense). Such attitudes play a significant role in the upbringing of girls and boys and in how they learn to use and understand their bodies. Helle Rydstrøm offers fresh data--from audiotapes, videotapes, textbooks, observations in the home and at school--for identifying the transformation of local and educational constructions of females, males, and morality into body styles of girls, boys, women, and men. It traces Vietnam’s early attempts to create in State Owned Enterprises (SOEs) a basis for a military-industrial complex, and the ways in which these attempts failed, which explains the nature of state commercialism through the 1980s and into recent years. Since the 1990 breakout to a market economy, Vietnam has shown outstanding development success, with rapid GDP growth, macroeconomic stability, swift poverty reduction, maintenance of social spending and extensive globalisation. Her SOEs have played a major role, not only in showing that performance gains in 1989-91 could compensate for loss of the large Soviet bloc aid program, but also as major players in the rapid economic change of the 1990s, during which the officially reported state share of GDP remained high. By the middle of the 2000s, however, a rising private sector was, in harness with a large presence of foreign companies, sharply increasing pressures upon SOEs. Against this background, the book concludes with an assessment of the extent to which Vietnam’s commercialised SOEs are now no longer seen as an effective compromise, but acting as a major hindrance to Vietnam’s development.
