The aim of these recommendations is to harmonize and further develop the methods, according to which excavations are prepared, calculated and carried out. Since 1980, these have been drawn up by the working group "Excavations" at the German Geotechnical Society (Deutsche Gesellschaft fur Geotechnik DGGT) and are similar to a set of standards. They help to simplify analysis of excavation enclosures, to unify load approaches and analysis procedures, to guarantee the stability and serviceability of the excavation structure and its individual components, and to find out an economic design of the excavation structure. For this new edition, all recommendations have been reworked in accordance with EN 1997-1 (Eurocode 7) and DIN 1054-1. In addition, new recommendations on the use of the modulus of subgrade reaction method and the finite element method (FEM), as well as a new chapter on excavations in soft soils, have been added.

Since 1949 the "Committee for Waterfront Structures" has operated on honorary base as a committee of the Society for Harbour Engineering (HTG), Hamburg, and since 1951 also as working group of the German Society for Geotechnics (DGGT), Essen. Its full designation reads "Committee for Simplification an Standardization of Calculation and Construction of Waterfront Structures", which also outlines its goals. Following on from the previous joint publications, this new edition of EAU 2004 contains the safety concept with partial safety factors in accordance with the Eurocodes or the European prestandards as well as with the new edition of the corresponding German standard, partially differing on account of practice experiences. The recommendations continue to satisfy the requirements for international acknowledgement and application with regard to planning, design tendering, the awarding of contracts, building and building supervision. Further, the inspection and accounting procedures for harbour and waterway constructions are given from uniform points of view.

At the Second World War’s end, it was clear that business as usual in colonized Africa would not resume. W. E. B. Du Bois’s The World and Africa, published in 1946, recognized the depth of the crisis that the war had brought to Europe, and hence to Europe’s domination over much of the globe. Du Bois believed that Africa’s past provided lessons for its future, for international statecraft, and for humanity’s mastery of social relations and commerce. Frederick Cooper revisits a history in which Africans were both empire-builders and the objects of colonization, and participants in the events that gave rise to global capitalism. Of the many pathways out of empire that African leaders envisioned in the 1940s and 1950s, Cooper asks why they ultimately followed the one that led to the nation-state, a political form whose limitations and dangers were recognized by influential Africans at the time. Cooper takes account of the central fact of Africa’s situation—extreme inequality between Africa and the western world, and extreme inequality within African societies—and considers the implications of this past trajectory for the future. Reflecting on the vast body of research on Africa since Du Bois’s time, Cooper corrects outdated perceptions of a continent often relegated to the margins of world history and integrates its experience into the mainstream of global affairs.
