The past decade has seen increasing international recognition of civic space as a cornerstone of functioning democracies, alongside efforts to promote and protect it. Countries that foster civic space are better placed to reap the many benefits of higher levels of citizen engagement, strengthened transparency and accountability, and empowered citizens and civil society. In the longer term, a vibrant civic space can help to improve government effectiveness and responsiveness, contribute to more citizen-centred policies, and boost social cohesion.

Beyond Standards highlights the structural conditions that have undermined the success of the standards movement and challenges us to confront them. The book offers an impassioned argument about the ways that our decentralized educational systems undermine the pursuit of educational equity and excellence. Morgan Polikoff applies a wide array of quantitative and qualitative data to provide a pointed critique of the US educational system. He addresses why standards have failed, whether standards-based reform can be salvaged, and what we can do to improve teaching and learning at scale across America's 13,000 school districts. Polikoff argues that no amount of tinkering can fix standards. Rather, we need to tackle the big, structural issues, such as decentralization. The author identifies curriculum reform as a high-leverage strategy for making meaningful progress at scale and emphasizes that states need to play a greater role in evaluating and recommending high-quality curriculum materials. Beyond Standards proposes a new, progressive vision that emphasizes the central role of states in challenging the antiquated, segregating structures that have thwarted educational improvement.

This OECD study provides a diagnostic of the current state of play of OIE standards and of the data collection mechanisms that are (or may be) used to gather information on how they are implemented domestically. Based on this diagnostic, the OECD provides recommendations to support the OIE in establishing an Observatory to enhance the use and effectiveness of its standards.

The in situ rehabilitation or upgrading of reinforced concrete members using bonded steel plates is an effective, convenient and economic method of improving structural performance. However, disadvantages inherent in the use of steel have stimulated research into the possibility of using fibre reinforced polymer (FRP) materials in its place, providing a non-corrosive, more versatile strengthening system. This book presents a detailed study of the flexural strengthening of reinforced and prestressed concrete members using fibre reinforces polymer composite plates. It is based to a large extent on material developed or provided by the consortium which studied the technology of plate bonding to upgrade structural units using carbon fibre / polymer composite materials. The research and trial tests were undertaken as part of the ROBUST project, one of several ventures in the UK Government's DTI-LINK Structural Composites Programme. The book has been designed for practising structural and civil engineers seeking to understand the principles and design technology of plate bonding, and for final year undergraduate and postgraduate engineers studying the principles of highway and bridge engineering and structural engineering.
