Twice in recent years embargoes have been imposed on the sale of U.S. high technology to the U.S.S.R., and these sanctions have had wide-ranging political and economic consequences in the Soviet Union, Europe, and the United States. The Politics of East-West Trade draws together leading U.S. and European scholars, government officials, and businesspeople to explore the complex issues arising from U.S. trade policies toward the Soviet Union. The book begins with an assessment of the degree to which the Soviet economy is dependent on Western technology imports. In subsequent chapters, in addition to assessing the general nature and volume of U. S .-U. S. S .R. trade, the contributors consider the extent to which Western technology has helped or hindered Soviet economic and technological growth; the specific impact of U.S. trade sanctions in four critical sectors (computers, energy, agriculture, and defense); and the impact in the West of U.S. trade policies (for example, recent embargoes have resulted in the loss of several billion dollars in U.S. equipment and commodity sales to the U.S.S.R.). Examining the serious strains that differences over East-West trade policy have put on U.S. relations with its West European allies, the authors conclude that there are tangible limits on the ability of the United States to use technology trade as leverage to alter Soviet policies.

And although alternative energy sources have been vigorously pursued, the United States continues, since 1970, to import from the Persian Gulf 24 percent of needed oil for her own consumption. Since this study was completed thirty years ago there have been several major events related to the control of the flow of Gulf oil. This work narrates the history of the world's power struggle over the control of oil in the Persian Gulf from the time of the signing of the earliest oil concessions in 1901 until 1971.

Based on hitherto little known documents from Western and Eastern European archives, it combines the story of Soviet oil and gas with general Cold War history. This volume breaks new ground by framing Soviet energy in a multi-national context, taking into account not only the view from Moscow, but also the perspectives of communist Eastern Europe, the US, NATO, as well as several Western European countries – namely Italy, France, and West Germany. This book challenges some of the long-standing assumptions of East-West bloc relations, as well as shedding new light on relations within the blocs regarding the issue of energy. By bringing together a range of junior and senior historians and specialists from Europe, Russia and the US, this book represents a pioneering endeavour to approach the role of Soviet energy during the Cold War in transnational perspective.
