This is followed by a general discussion where appear the arguments in favor of a league of nations, the objections to it and the difficulties that lie in the way of its realization. A selected bibliography is in cluded for the convenience of any who may wish to pursue the subject beyond the limits of this volume. Excerpt from A League of Nations The war has called forth some good books on the future international organization of the world, and others on the settlement of the war itself. To my thinking, these two questions are a single problem which must be solved as a whole. The task which for us exceeds all others in importance, and must be made to include all others, is the making of conditions which promise security from further wars. The settlement of the national, colonial, and economic questions involved in this war, must be a settlement which will help the creation, and ensure the harmonious working of a League of Nations founded to maintain peace. In this book I have tried to consider how far such a League of Nations as President Wilson has proposed, can guarantee the security of Europe. Its success will depend, not merely on the wise drafting of its constitution, but upon the solution reached in the war-settlement of our problems of nationality, colonial expansion, international trade, sea-power, and alliances. I have groped in the following chapters for an answer to this question: Under what political and economic conditions would the creation of a League of Nations be a hopeful adventure? The book was written during the summer of 1916 and finished in the last days of October. Much has happened since the manuscript was completed - the fall of the Coalition Cabinet, the German offer of negotiation, and the entry of America into the war. There is more at stake in this war than the existence of individual States or Empires, or the fate of a Continent; the whole of modern civilization is at stake, and whether it will perish and be submerged, as has happened to previous civilizations of older types, or whether it will live and progress, depends upon whether the nations engaged in this war, and even those that are onlookers, learn the lessons that the experience of the war may teach them. It must be with nations as with individuals; in the great trials of life they must become better or worse - they cannot stand still. They must learn and profit by experience and rise to greater heights, or else sink lower and drop eventually into the abyss. And this war is the greatest trial of which there is any record in history. If the war does not teach mankind new lessons that will so dominate the thought and feeling of those who survive it, and those who succeed the survivors, as to make new things possible, then the war will be the greatest catastrophe as well as the most grievous trial and suffering of which mankind has any record. Excerpt from The League of Nations: An Historical Argument; The Conditions of the Problem the League of Nations on Paper the Lesson of History We may account for it as we like. We may point out that the modern dogma of the sovereignty of the national State implies an anarchy among them which necessitates occasional if not frequent recourse to the barbarous arbitrament of war. We may explain that the proprietary notion of the State gave its proprietor an irresistible inducement to extend his property whenever he discerned the opportunity, or that economic necessity forces modern democracies into the dilemma of war or starvation. We may say that an increasing divergence of national character and aspirations imposes war upon nations as a struggle for the survival of the fittest, or that the survival of backward peoples with their cult of the duel relegates to a distant future the settlement of disputes involving their honour or vital interests by any other means than the sword and poison-gas. But unless we can show that the tendency of history, in spite of appearances and of: many of its professors, is to eliminate or diminish all these causes of conflict, we shall have no sure foundation for the projects of publicists or the treaties of statesmen and lawyers. The way to hell is not more lavishly paved with good intentions than the path of history is strewn with broken treaties and with scraps of paper.
