Was it coincidence that the modern state and modern science arose at the same time? This overview of the relations of science and state from the Scientific Revolution to World War II explores this issue, synthesising a range of approaches from history and political theory. John Gascoigne argues the case for an ongoing mutual dependence of the state and science in ways which have promoted the consolidation of both. Drawing on a wide body of scholarship, he shows how the changing functions of the state have brought a wider engagement with science, while the possibilities that science make available have increased the authority of the state along with its prowess in war. At the end of World War II, the alliance between science and state was securely established and, Gascoigne argues, is still firmly embodied in the post-war world.

This book explores a little-studied arena that exists between science and technology, an arena in which a singular and important variety of open-ended, multi-purpose instrumentation is developed by practitioners (neither scientist nor engineer, call them research-technologists) for use in academia, industry, state metrology and technical services, and considerably beyond. The generic instrumentation designed in this almost subterraneously institutionalized/professionalized, interstitial arena fuels both science and engineering work. This involves intermittent crossings of the boundaries that demarcate and protect the conventional cognitive and artefact cultures familiar to many historians and sociologists. Research-technologists thereby comprise a distinctive (but never distinct) transverse science and technology culture that generates a species of pragmatic universality, which in turn provides multiple and diversified audiences with a common repertory of vocabularies, notational systems, images, and perhaps even paradigms. Research-technology practitioners deliver a lingua franca that contributes to cognitive, material, and social cohesion. Research-technology is about the complementarity between boundary-crossing and the stability/maintenance of boundaries.

The Cold War placed two opposite conceptions of the good society before the uncommitted world and history itself, and science figured prominently in the picture. The high-tech machinery of nuclear physics and the space race are at the center of this story, but Audra J. Wolfe also examines the surrogate battlefield of scientific achievement in such diverse fields as urban planning, biology, and economics; explains how defense-driven federal investments created vast laboratories and research programs; and shows how unfamiliar worries about national security and corrosive questions of loyalty crept into the supposedly objective scholarly enterprise. The federal government plays the predominant role in supporting research and development (R&D) and in establishing public policies that affect science and technology (S&T) in the United States. However, the federal government is no longer the sole focus of R&D funding and S&T policy making. State and local policy makers are unquestionably making more and more decisions that affect all of us on a daily basis. With this shift, states have also assumed an increasing responsibility for developing, formalizing, and institutionalizing policies and programs that support R&D and enable S&T evidence and expertise to be incorporated into policy making. “The frontier of science” is a metaphor that has become ubiquitous in American rhetoric, from its first appearance in the public address of early twentieth-century American intellectuals and politicians who aligned a mythic national identity with scientific research, to its more recent use in scientists’ arguments in favor of increased research funding. Here, Leah Ceccarelli explores what is selected and what is deflected when this metaphor is deployed, its effects on those who use it, and what rhetorical moves are made by those who try to counter its appeal. In her research, Ceccarelli discovers that “the frontier of science” evokes a scientist who is typically male, a risk taker, an adventurous loner—someone separated from a public that both envies and distrusts him, with a manifest destiny to penetrate the unknown. It conjures a competitive desire to claim the riches of a new territory before others can do the same. Closely reading the public address of scientists and politicians and the reception of their audiences, this book shows how the frontier of science metaphor constrains American speakers, helping to guide the ends of scientific research in particular ways and sometimes blocking scientists from attaining the very goals they set out to achieve.
