Transverse rumble strips (TRSs) (also called in-lane rumble strips) have been used by some agencies to warn drivers in rural areas that they are approaching a stop sign. The strips typically consist of grooves crossing the roadway surface to provide a tactile and audible warning for drivers. Many studies have focused on the effect of TRSs on driver behavior, and there is some evidence that TRSs are effective in reducing the intersection approach speeds. However, the results from these crash-based studies are not reliable due to the lack of rigor in the accident evaluation designs. The objective of this effort was to examine the impact of TRSs on crashes, specifically total crashes, injury crashes, and specific crash types, such as right-angle and run stop sign crashes. The effort also included an economic analysis to investigate the tradeoffs between different crash types. Data on rural intersections with minor-leg stop control where TRSs were introduced was provided by the Iowa Department of Transportation (Iowa DOT) and Minnesota Department of Transportation (MnDOT).

This was the third in a series of studies investigating various aspects of rumble strips. In this study, to determine the effect of rumble strips on the real-world stopping behavior of drivers, we used a radar gun to collect speed data from over 400 vehicles on the approaches to ten intersections selected from a sample of 274 approaches. We found that, after drivers encountered the first set of in-lane rumble strips, they slowed down earlier on real-world approaches With Rumble Strips than on real-world approaches Without Rumble Strips-the difference was, on average, 2.0 mph to 5.0 mph (depending on vehicle category and type of approach). In addition, speeding outliers were more likely to slow down earlier on approaches With Rumble Strips. The effect of the presence of in-lane rumble strips on stopping behavior was greater for approaches where the driver's view of traffic on the major road is obscured on one or both sides of the road. The study suggests that stop-controlled intersections at which cross-traffic is obscured by manmade structures and/or vegetation on one or both sides of the intersection would be good candidates for implementing in-lane rumble strips. It is worth noting that while in-lane rumble strips are likely to reduce crashes, they cannot eliminate them. Some drivers might still run stop signs and others might misjudge gaps.

The Development of Crash Modification Factors program studied the safety performance of various stop-controlled intersections for the Evaluation of Low-Cost Safety Improvements Pooled Fund Study. This study evaluated the safety effectiveness of multiple low-cost treatments at stop-controlled intersections. Improvements included basic signing and pavement markings. This strategy is intended to reduce the frequency and severity of crashes at stop-controlled intersections by alerting drivers to the presence and type of approaching intersection. Geometric, traffic, and crash data were obtained at three- and four-legged, two- and four-lane major road, and urban and rural stop-controlled intersections in South Carolina. To account for potential selection bias and regression to the mean, an empirical Bayesian before-after analysis was conducted, using reference groups of untreated intersections with similar characteristics to the treated sites. The analysis also controlled for changes in traffic volumes throughout time and time trends in crash counts unrelated to the treatments. The aggregate results indicate reductions for all crash types analyzed (i.e., total, fatal and injury, rear-end, right-angle, and nighttime). The reductions are statistically significant at the 95-percent confidence level for all crash types. For all crash types combined, the crash modification factors (CMFs) are 0.917 for all severities and 0.899 for fatal and injury crashes. The CMFs for rear-end, right-angle, and nighttime crashes are 0.933, 0.941, and 0.853, respectively. The benefit-cost ratio estimated with conservative cost and service life assumptions is 12.4 to 1 for total crashes at unsignalized intersections. The results suggest that the multiple low-cost treatments, even with conservative assumptions on cost, service life, and the value of a statistical life, can be cost effective.

Specialists in transportation and other areas of engineering are trying to improve road safety. The most difficult part is determining the road features, driver behaviors, and vehicular failures that unduly increase the risk of crash. To help INDOT safety investigation teams, a previous research project developed a prototype Road Safety Investigation Tool (RSIT) for two-way stop-controlled intersections. The research summarized here has evaluated the prototype RSIT and has developed a new version RSIT2 that has incorporated the findings of the evaluation. The evaluation of the RSIT prototype confirmed usefulness of the proposed methodology. The tool has been applied to two two-way stop-controlled intersections by a team of non-experts. The two sites have been previously investigated by experts using the standard approach. The safety investigation outcomes obtained by both the teams indicate strong similarities The proposed RSIT method helped non-experts identify additional road hazards confirmed later by the experts' team. RSIT has been found decreasing the required investigation team size and time as well as being useful as a training tool. RSIT presents the logical connections between driver behaviors, road elements and environment conditions. RSIT2 is the next version of the RSIT method. The knowledge base developed for RSIT 2 includes all the major types of roads in Indiana: a) all-way stop-controlled intersection, b) road segment, c) railroad crossing, and d) signalized intersection, and e) improved two-way stop-controlled intersections. The RSIT 2 method uses the rule-based structure converted to a dynamic checklist that adjusts in real-time to the investigation progress. A friendly graphic-user interface has been developed together with a knowledge base editor to allow updating the knowledge base by the user. Finally, a novel technique of ranking safety countermeasures was developed and applied.
