This book aims to provide key pieces of information needed for informed debate about large-scale land acquisition by drawing on the experience from past land expansions, discussing predictions for potential future demand, and providing empirical evidence of what is happening on the ground in the countries most affected by the recent increase in demand for land. It complements demand side considerations with a detailed assessment of the amount of land, whether currently cultivated or not, that might potentially be available for agricultural cultivation at the global and country levels. It then describes in some detail the policies in place to manage land acquisition processes and analyzes how these policies may affect outcomes. The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. This paper studies the determinants of foreign land acquisition for large-scale agriculture. To do so, gravity models are estimated using data on bilateral investment relationships, together with newly constructed indicators of agro-ecological suitability in areas with low population density as well as indicators of land rights security. Results confirm the central role of agro-ecological potential as a pull factor. In contrast to the literature on foreign investment in general, the quality of the business climate is insignificant whereas weak land governance and tenure security for current users make countries more attractive for investors. Implications for policy are discussed.
