We are pleased to have with us Secretary of Agriculture Espy and Deputy Secretary Rominger. They will discuss the proposal and how they believe it will help usda better carry out its responsibilities in a more effective and efficient manner. While we may disagree on some of the specifics, I think we all agree with the overall goal of this effort. Government must be made to work better and at less cost.
