Rather they are a mass of unconnected attempts uncorrelated and loosely organized to do something to ameliorate the conditions of the workers by preventing industrial accidents. As might be expected in any study of factory legis lation, the trouble with the New York Labor Law turns out to be, not so much that the laws are inadequate, but that there is no efficient provision for enforcement. In considering the question of enforcement it will clarify the study to realize that the provisions of law above analyzed fall into three main classes.
