Excerpt from First Annual Report of the Department of Farms and Markets, for the Year Ending June 30, 1918, Vol. 2: Report of Division of Agriculture I would call special attention to the presence of Governor Charles S. Whitman at the Albion Farmers' Days and to the special meeting arranged by my bureau at Oneonta in order that the Governor might meet the farmers in that portion of the state and discuss with them needed and proposed legislation. In both cases the Governor's presence and words were appreciated. A better understanding resulted as to existing needs and conditions and made clear the desire of the chief executive to serve the people without regard to political bias. Plans are already formulated for a campaign next winter where some of the great fundamentals, such as the state, national, and world-wide food requirements, labor, maximum and minimum price, distribution, and necessary crop production will be taken up. Detailed account of the year's activities will be found in the pages following. I have endeavored, in this introduction, to emphasize and outline the underlying purposes of work.
