Excerpt: ...will see by an examination of this opinion that it has been misconstrued by the party writing Dr. johnson, as the opinion does not say, or mean to say, "that this Act does not apply to old students who have been granted free tuition heretofore." What the opinion did really say in this regard was, as you will note, "you will see by reference to Section 3 of the said Act that beneficiary scholarships or free tuition already granted before the passage of this Act can not be revoked." I think that your construction of the proviso in the Act to the effect that the Act purported to postpone the operation of the laxv until the 1916-17 session of the General Assembly, except in cases where tuition had already been granted for a longer term, is correct.
