Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

The European Union, or EU, an intergovernmental body composed of most of the European states, is one of the two largest in the world. Of the member states in the EU, Germany has the largest national economy. Thirteen EU countries share a common unit of currency, the Euro. Major economic sectors in Europe include agriculture, manufacturing, and investment. The majority of the EU's trade is with the United States, China, India, Russia and non-member European states. This book focuses on the latest economic and political issues in Europe.

Slow progress of the negotiations at the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) has led some economists to conclude that a division of the world into three trading blocs -- Europe, the Americas, and East Asia, is the fastest road to multilateral free trade. They argue that negotiations for free trade are far more likely to succeed when conducted among three parties rather than among 154. For many countries, the proliferation of nontariff barriers in the industrial world has made regional integration an attractive policy option. However, the experience with South-South integration has been discouraging, and some economists claim that any temptation to promote such schemes in the future should be resisted. As for North-North integration, it has been widely successful in Europe. Intraregional trade expanded greatly, but not at the expense of trade with non-partners, which also grew rapidly. And European integration has greatly diminished, if not eliminated, the possibility of future internal conflicts. Looking to the future, North-South integration holds much promise for developing countries. Regional arrangements of this type can solidify past reforms, guarantee future access to a large market, and stimulate growth via increased direct foreign investment, more intense competition and faster technological diffusion.

While progress with transition is a key determinant of trade and FDI performance, regional arrangements with Western Europe have helped develop trade and transfer of technology, but have not yet led to export-related foreign direct investment toward the European Union. The main reasons for this are policy uncertainties, need for more progress with transition, and restrictions in the trade agreements, especially on the European Union side. Intra-Baltic integration has not yet led to substantial trade and FDI growth between the Baltics.
