Part I. Gives information with respect to the Classification Of Goods and Revision Of Maximum Rates, and is, in fact, a commentary on the 24th section Of the Act. Part II. Deals with the whole of the Act excepting section 24. It will be published shortly. The Obj ect Of Part I. Is to put railway companies and traders in full possession Of the existing law under the Companies' Special Acts, and to provide a convenient means of comparing the present with the proposed rates. The observations made by the inter-state Commerce Commission of the United States on the principles of classification of goods and reasonableness Of rates will be found useful.
