The investigation began without any preconceived ideas of what the Legislation ought to have been; nor was there any purpose to establish a particular theory. After extended researches into the mass of material available in public documents and newspapers, the writer was impressed with the existence of a comparatively small group of men, who were able to dictate the nomination of candidates for the General Assembly, secure their election, dominate the organization and procedure of the Legislature, and mold the laws to suit their interest they favored.
