"The protocol to amend the Single Convention is designed to provide for a threefold approach to the problem of preventing illicit traffic in narcotic drugs and the abuse of those drugs: (1) It would strengthen the international control machinery to enable it more effectively to curb the excess and illicit cultivation of the opium poppy, as well as the illicit production, manufacture and trafficking in narcotic drugs; (2) it would expand the provisions of existing bilateral extradition treaties; and (3) it would establish guidelines for each nation's effort to avoid drug abuse and for the treatment of individual drug abusers"--Page 1.
