Continuing the pattern begun last year, the theme for 1978 is even broader in scope since it addressed the implications of parity and essential equivalence across a spectrum of five important national security issues. The five panels took measures of strengths and weaknesses in the fundamental relationships of essential equivalence and strategic nuclear balance (Panel 1); conventional force sufficiency and overall balance (Panel 2); strategic balance and nuclear proliferation (Panel 3); economic balance in estimates of essential equivalence (Panel 4); and, the effect of domestic priorities and perceptions on strategic balance (Panel 5). The Proceedings contain a foreword by General Gard and sections which address the activities of each of the five working panels. Each panel section consists of the Panel Chairman's Plenary Session Summary, the Rapporteur's Report of panel discussions, and the full text of the two papers prepared as frameworks for each panel discussion. Also, closing remarks by Assistant Secretary of Defense David E. McGiffert are presented at the end of the Panel 5 section, followed by biographical information on each panelist.
