The aim of this guidebook is to help police services to work effectively in multi-ethnic environments. It consists of a compilation of reference documents setting out Council of Europe and other international standards, together with guidance on good practice with regard to policing of ethnic minority communities. This report provides an overview of the present situation of minority and indigenous peoples’ rights in Russia.
