Opening Statement of Chairman Glenn Chairman Glenn. The hearing will be in order. Good morning. Today the Committee on Governmental Affairs meets to consider the nomination of John Koskinen to be the Deputy Director for Management of the Office of Management and Budget. This is, without doubt, an exciting but a critical time for the management of the Federal Government-I stress, the management of the Federal Government. The American people are demanding that we overhaul the way Washington spends its tax dollars and delivers public services. In my opinion, after many years of poor progress, we are beginning to see some very hopeful signs about the state of the govern- Committee we have tried very hard to make our government more efficient and more effective. We wrote the Inspector General Act, way back, long before I was ever Chairman of this Committee, in 1980, I believe it was, or 1979-78; and then in 1988 wrote amendments to it which put 60 IGs in Federal agencies to be accountable not just to agencies but also to the committees in Congress, and that's something different.
