As a result of the 1993 recommendations of the Defense Base Closure and Realignment Commission (Commission), as approved by Congress pursuant to the Defense Base Closure and Realignment Act of 1990 (BRAC), 10 NFEC/SDU. S.C. 2687 (1994), Naval Air Station (NAS) Cecil Field, located in Duval and Clay counties, Florida, will be closed. The United States Department of the Navy (Navy) has prepared this Final Environmental Impact Statement (FEIS) to evaluate the potential environmental effects of disposal and reuse of the station by other entities pursuant to the NAS Cecil Field Final Base Reuse Plan prepared by the Cecil Field Development Commission (CFDC) in 1996.

The Department of the Navy (Navy), pursuant to Section 102(2) (C) of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.S 4332(2) (C) (1994), and the regulations of the Council on Environmental Quality that implement NEPA procedures, 40 C.F.R. Parts 1500-1508, hereby announces its decision to dispose of Naval Air Station (NAS) Cecil Field, which is located in Duval County and Clay County, Florida. Navy analyzed the impacts of the disposal and reuse of NAS Cecil Field in an Environmental Impact Statement (ElS), as required by NEPA.
