Biosecurity: A Systems Perspective provides an overview of biosecurity as a system of related components, actors, and risks. This book—directed to the biosecurity practitioner, generalist scientist, and student—introduces overall features of the biosecurity system while walking the reader through the most up-to-date research on each step of the continuum (i.e. pre-border, border, and post-border activities). This book, which explicitly incorporates economic and social dimensions as well as varied decision-making contexts, paves the way for a more systemic approach to biosecurity risk management. The work spans statistics, ecology, mathematics, economics, veterinary science, human medicine, and sociology, involving collaborators across government, academia, and the private sector. This book uses a broad definition of biosecurity, rather than solely focusing on plant health, animal health, security, or one step of the biosecurity system (e.g. surveillance). As such, this book is a one-stop shop for readers interested in all aspects of biosecurity. The content and language are accessible to a wide range of audiences, including generalist scientists, biosecurity practitioners, and graduate students. More complex content is introduced in standalone boxes or chapters. The book follows a clear, simple structure within and among chapters (i.e. following the structure of the biosecurity system), making it a preferred option for graduate students. This book introduces novel cross-cutting themes, such as the importance of economic efficiency and institutional and social factors, going beyond the traditional science-based approach to biosecurity. Written in partnership with government agency practitioners, this book uses on-the-ground case studies to demonstrate how biosecurity principles are applied in practice. The book addresses challenges common to regulators in general, namely efficient regulation in uncertain and rapidly changing environments with multiple stakeholders who have—at times—conflicting priorities.

Despite the lack of literature and inconsistencies in research aims and methods, it is evident that dietary intake has been shifting from traditional food consumption patterns to diets that are heavily reliant on imported and increasingly processed foods in Fiji. Availability of food items varies depending on location, however there is evidence of food environments with high availability of energy dense, nutrient poor foods, in both rural and urban locations. Food environments around vulnerable populations, for example schools, are of concern, with 80 percent of the outlets surveyed within 400 m school zones selling sugar-sweetened beverages. While the process of developing policies that support a healthy diet is enabled by Fiji’s whole-of-government commitment to improving food nutrition security, there are competing priorities and points of incoherence that deter this, particularly relating to economic growth. A range of specific policy measures have been introduced in Fiji by different government sectors that influence all facets of the food system. However, capacities required to develop and deliver policies are limited across government, primarily by the allocation of resources and technical expertise. This reduces the effectiveness of existing policy measures to support healthy diets, and the progression of new measures. A range of gaps and opportunities exist among the policy measures identified, and entry points lie throughout the food system and associated policy environment to improve dietary behaviour in Fiji.

Avian influenza is a highly contagious viral disease, characterized by intense circulation in the wild waterbird reservoirs, with periodical introductions into the domestic poultry sector. AI viruses have been the source of devastating economic losses in the poultry industry over the last three decades, and have become a major veterinary and public health concern due to their zoonotic potential. The most emblematic illustration of this impact has been the emergence of the HPAI H5N1 virus in southern China in the mid-1990s, followed by its continental spread across East and Southeast Asia, and the unprecedented epidemics recorded in 2003–2004. More recently (from 2014 to 2017), several subtypes of HPAI (including H5N1, H5N6, H5N8) emerged in East Asia and spread intercontinentally, stressing the crucial role of this geographical hotspot as a source of new HPAI subtypes. The international dimension and the difficulty to effectively control those epidemics highlight the need for a global approach to HPAI surveillance and a comprehensive knowledge on epidemiology and patterns of the disease. This Research Topic aims at contributing to fill this gap. This book explores the specifically human dimensions of the problem posed by a new generation of invasive pests and pathogens to tree health worldwide. The growth in global trade and transportation in recent decades, along with climate change, is allowing invasive pests and pathogens to establish in new environments, with profound consequences for the ecosystem services provided by trees and forests, and impacts on human wellbeing. The central theme of the book is to consider the role that social science can play in better understanding the social, economic and environmental impacts of such tree disease and pest outbreaks. Contributions include explorations of how pest outbreaks are socially constructed, drawing on the historical, cultural, social and situated contexts of outbreaks; the governance and economics of tree health for informing policy and decision-making; stakeholder engagement and communication tools; along with more philosophical approaches that draw on environmental ethics to consider 'non-human' perspectives.
