This book presents the methodology and results of a three-year, eleven-country science-to-policy research project – Toward a Policy Model of Multifunctional Agriculture and Rural Development – undertaken between 2005 and 2008 and financed under the European Union's Sixth Framework program. It deals with an important contemporary policy issue: how best to ensure that an agriculturally-based policy can contribute to the development of rural regions. It tackles this problem in a number of different but complementary ways, primarily by the development of a unique and innovative dynamic systems model, POMMARD (a Policy Model of Multifunctional Agriculture and Rural Development).

These are the final results and reflections of the project MEA-Scope. This project with the full title “Micro-economic instruments for impact assessment of multifunctional agriculture to implement the model of European Agriculture” was a pioneering project. It was among the first which were funded in the new activity Scientific Support to Policies of the th 6 Research Framework Programme. Policy decisions – especially at the European level – are never easy. What policy-makers decide will potentially affect the lives of millions of people for many years. This makes reaching informed decisions crucial, and scientific research can help illuminate their policy choices. MEA-Scope was one of two projects which addressed the research p- orities for European Rural areas which were identified in an EC workshop on Multifunctionality in Agriculture in 2001. Scientific Support to Policies in the Research Framework Programme is facing the challenge to identify in the discussions between policy makers and the research community those topics which can be addressed in a m- term strategic research programme. When the research topic was published Multifunctionality of Agriculture was among the concepts with many - search questions open. It was considered that positivistic approaches into technology aspects of agriculture, forestry and other rural activities based on natural resources and land use are needed, as well as more normative research with regard to trade, food quality and safety, animal welfare, en- ronment, rural development and cultural issues.

This volume is the result of research and exchange activities within the European Network of Agricultural and Rural Policy Research Institutes (ENARPRI). It synthesizes various analyses related to EU agricultural policies, trade agreements, and the issue of multifunctionality. The book focuses on the impact of regional, bilateral, and multilateral trade agreements that the EU has concluded or is in the process of negotiating, as well as on the interaction between EU policies and trade agreements, in the context of multifunctionality and sustainable development. Most of the trade agreements examined are extremely complex and impact not only efficiency and growth, but also income and welfare distribution within the EU. Special attention is given to the effects of possible WTO negotiation outcomes on the EU and third countries, as well as on the impact of the EuroMed trade proposals and agreements on trade flows and economic development of the EU's trading partners in the Mediterranean.

Land is a key input into agricultural production and the agricultural sector remains the main user of rural land in most OECD countries. How land is managed in agriculture, and the conversion of farmland to non-agricultural uses, are likely to have implications not only for the provision of food, but also for the supply of public goods such as rural amenities, as well as for the quantity and quality of water.

This book is a major contribution to the debate on future land development strategies, as well as helping to supporting land use decision making at all levels. Scientists from across Europe installed the Landscape Tomorrow network to prepare for upcoming challenges in research on sustainable land development. The book’s interdisciplinary perspective analyses, among other things, the general principles of land use multifunctionality and reports on a variety of success stories.
