The regulation of issues like abortion, euthanasia, gun control, same-sex unions, pornography, prostitution, drugs, or gambling is commonly referred to a special class of so called morality policies. The distinctive feature of these policies is that politics are shaped by conflicts over first principle: When does life end? When does it begin? Is gambling, drug consumption or prostitution inherently malignant? The regulation of these value conflicts entails decisions about "right" or "wrong" and hence the "validation of a particular set of basic values". Yet there is still a remarkable lack of scholarly attention on morality policies, in particular with regard to general implications for the study of public policy. To stimulate further research in this area, this book focuses on different concepts and theories of morality policy change in European countries. It is based on a broad and comparative empirical perspective on different morality issues, including, for instance, the regulation of prostitution, abortion, euthanasia, gambling, drugs, as well as gun controls.This book was published as a special issue of the Journal of European Public Policy.

This open access book disseminates some of the results of the European H2020 AiRT Project (Technology transfer of RPAs for the creative industry). In particular, it presents findings related to mitigating safety and security concerns when civil drones are piloted by the service sector (mainly, the creative industry). European policies regarding drones generally focus on outdoor drones, but they are also used indoors. Moreover, a number of European countries have fragmented regulations on drone use, and as a result, European institutions are attempting address these issues. This work is based on a detailed study of the European policies, a comparative analysis of the regulation in various European countries, an analysis of the drone sector in Europe, and primary data from members of the creative industry. The authors created focus groups in Spain, the UK and Belgium in order to discuss with the creative industry the concerns on safety and security when using civil drones for their work. Based on these results, the book offers advice to the European industry, as well as new insights for academics and policymakers.

This open access book seeks to identify the ethical spirit of European Union (EU) law, a context in which we can observe a trend towards increasing references to the terms ‘ethics’ and ‘morality’. This aspect is all the more important because EU law is now affecting more and more areas of national law, including such sensitive ones as the patentability of human life. Especially when unethical behaviour produces legal consequences, the frequent lack of clearly defined concepts remains a challenge, particularly against the background of the principle of legal certainty. This raises the question to which extent the content of these references is determined and whether it is possible to identify an ethical spirit of EU law. Answering that question, in turn, entails addressing the following questions: In references to ethics concerning EU law, can we identify references to a particular theory of practical philosophy at all; and, if so, to one or more normative ethical theories (deontology, consequentialism, or virtue ethics)? Further, should these non-legal concepts be imported in an unaltered way (“absolute approach”), or be adapted to the legal context (“relative approach”)? This book explores the different layers of EU law (primary law, agreements, secondary law, and tertiary law), including the role of ethics in EU lawmaking and in EU case law, as well as the implementation of relevant EU directives in selected Member States.
