DOWNLOAD EBOOK →Computers at Risk presents a comprehensive agenda for developing nationwide policies and practices for computer security. Specific recommendations are provided for industry and for government agencies engaged in computer security activities. The volume also outlines problems and opportunities in computer security research, recommends ways to improve the research infrastructure, and suggests topics for investigators. The book explores the diversity of the field, the need to engineer countermeasures based on speculation of what experts think computer attackers may do next, why the technology community has failed to respond to the need for enhanced security systems, how innovators could be encouraged to bring more options to the marketplace, and balancing the importance of security against the right of privacy.

It analyzes the actions of a group of ordinary citizens in a much longer timeframe than Holocaust scholars usually do. Thus, it situates the building managers’ activity during the war against the background of the origins and development of the profession as a by-product of the development of residential buildings since the forming of Budapest. Instead of presenting a snapshot from 1944, it shows that the building managers’ wartime acts were influenced and shaped by their long-term social aspiration for greater recognition and their economic expectations. Rather than focusing solely on pre-war antisemitism, this book takes into consideration other factors from the interwar period, such as the culture of tipping. In Budapest, during June 1944, the Jewish residents were separated not into a single closed ghetto area, but by the authorities designating dispersed apartment buildings as ‘ghetto houses’. The almost 2,000 buildings were spread throughout the entire city and the non-Jewish concierges serving in these houses represented the link between the outside and the inside world. The empowerment of these building managers happened as a side-effect of the anti-Jewish legislation and these concierges found themselves in an intermediary position between the authorities and the citizens.

Government use of networks features prominently in plans to make government more efficient, effective, and responsive. But the transformation brought about by the networking also raises new concerns for the security and privacy of networked information. This Office of Technology Assessment (OTA) report was requested by the Senate Committee on Governmental Affairs and the House Subcommittee on Telecommunications and Finance. The report begins with background information and an overview of the current situation, a statement of the problems involved in safeguarding unclassified networked information, and a summary of policy issues and options. The major part of the report is then devoted to detailed discussions of policy issues in three areas: (1) cryptography policy, including federal information processing standards and export controls; (2) guidance on safeguarding unclassified information in federal agencies; and (3) legal issues and information security, including electronic commerce, privacy, and intellectual property. Appendices include Congressional letters of request; the Computer Security Act and related documents; evolution of the digital signature standard; and lists of workshop participants, reviews, and other contributors. An index is provided. A separately published eight-page OTA Report Summary is included. (JLB).

DOWNLOAD EBOOK →In developing countries, labour markets play a central role in determining economic and social progress since employment status is one of the key determinants of exiting poverty and promoting inclusion. Yet the reality in most developing countries is that the labour market fails to create the jobs in the formal economy that would help individuals and their families prosper. In recognition of these challenges, governments and other stakeholders in developing countries have increasingly prioritised policies and programmes to promote decent work. However, this requires navigating a range of complex issues and debates surrounding the linkages between development processes and labour market outcomes. This volume consists of three main thematic parts. Part I provides a broad overview of key issues, including characterising the employment challenge in developing countries and the link between economic growth, distribution, poverty and employment. Drawing on the literature and country examples, Part II analyses the specific topics of wages, migration and education. The final section shifts to a more normative focus, addressing labour market institutions and policies, along with systematic approaches to quantifying labour markets in developing countries. Perspectives on Labour Economics for Development is an invaluable reference for policy-makers in middle- and low-income countries as well as an ideal handbook for teachers and students of economics and development.
