This paper addresses the major issues concerning the compilation of money and banking statistics for the fifteen republics of the former Soviet Union (FSU), including (1) the treatment of ruble currency circulation and (2) the classification of claims on FSU financial institutions. The paper proposes the use of a monetary authorities’ account to encompass both the domestic and foreign aspects of ruble currency circulation and a classification scheme for monetary accounts that permits the construction of analytically meaningful monetary aggregates. These issues are addressed within an analytical framework that transforms the Gosbank Accounting System into monetary statistics broadly consistent with the Fund’s methodology.

This paper examines compilation issues affecting government finance statistics (GFS) in the Baltics, the Russian Federation and other states of the former Soviet Union (the FSU countries). It finds that there are several major problems affecting the use of FSU fiscal reports as source documents for compilation of GFS data. These include the inadequate coverage of the data in the fiscal reports, the structure of the classification codes, and the level of aggregation in fiscal reports. The paper also examines a number of methodological issues and suggests appropriate treatments for certain types of transactions found in the FSU countries. Finally, the paper identifies priority areas for the future development of GFS reporting systems for these countries. A supplementary paper provides bridge tables between the fiscal classification codes of selected FSU countries and the GFS classification codes; that paper is available from the author on request.

An unexpected shortage of banknotes emerged during 1992 in the former Soviet Union. The cash shortage is explained by the asymmetry in the monetary union that prevailed, under which one member (the Russian Federation) controlled banknote production while every member could create deposit money. Interest rate rigidity forestalled an equilibrating adjustment in demand for banknotes. The possible efficiency costs of the cash shortage are explored.
