Why are some military organizations more adept than others at reinventing themselves? Why do some efforts succeed rapidly while others only gather momentum over time or become sidetracked or even subverted? This book explicates the conditions under which military organizations have both succeeded and failed at institutionalizing new ideas and forms of warfare. Although DOD has made progress toward establishing a management framework for overall business transformation, the framework currently focuses on business systems modernization and does not fully address broader business transformation efforts. In 2005, DOD set up the Defense Business Systems Management Committee to review and approve the business enterprise architecture a transformation blueprint and new business systems modernization investments. It also established the Business Transformation Agency, which currently reports to the Vice Chair of the Defense Business Systems Management Committee, to coordinate and lead business transformation across the department. Despite these steps, DOD has not clearly defined or institutionalized interrelationships, roles and responsibilities, or accountability for establishing a management framework for overall business transformation. For example, differences of opinion exist within DOD about the roles of various senior leadership committees. Until DOD's business transformation management framework is institutionalized and encompasses broad responsibilities for all aspects of business transformation, it will be challenging for DOD to integrate related initiatives into a sustainable, enterprise-wide approach to successfully resolve weaknesses in business operations that GAO has shown are at high risk of waste, fraud, and abuse.

The Department of Defense (DoD) is the largest organization in the world, with operations that span a broad range of agencies, activities, and commands. With an annual budget over $500 billion, DoD employs millions of people that operate worldwide and maintains an inventory system that is an order of magnitude larger than any other in the world. However, the business systems used to manage these resources are outdated and inefficient. DoD relies on several thousand, non-integrated, and non-interoperable legacy systems, that are error prone, redundant, and do not provide the enterprise visibility necessary to make sound management decisions. In order to meet current and future challenges, DoD needs business systems that enable it to be flexible, adaptive, and accountable. Transformation of business systems and process will not only reduce costs and improve performance, it is critical for improving warfighter support. Recognizing this, former Defense Secretary Donald Rumsfeld began a business transformation initiative in July 2001. This report is divided into two parts. Part I evaluates DoD's business systems transformation effort, identifies lessons learned, and make recommendations to improve the prospects for success of the current business transformation effort. Part II includes several cases studies of business systems transformation in the federal public sector, at the Business Transformation Agency (BTA), and in the Military Services. Each case describes a specific transformation initiative and identifies lessons learned from the experience.

Transformation has become a buzz word in today's military, but what are its historical precursors—those large scale changes that were once called Revolutions in Military Affairs (RMA)? Who has gotten it right, and who has not? The Department of Defense must learn from history. Most studies of innovation focus on the actions, choices, and problems faced by individuals in a particular organization. Few place these individuals and organizations within the complex context where they operate. Yet, it is this very context that is a powerful determinant of how actions are conceived, examined, and implemented, and of how errors are identified and corrected. The historical cases that Mandeles examines reveal how different military services organized to learn, accumulate, and retrieve knowledge; and how their particular organization affected everything from the equipment they acquired to the quality of doctrine and concepts used in combat. In cases where more than one community of experts was responsible for weighing in on decisionmaking, the service benefited from enhanced application of evidence, sound inference, and logic. These cases demonstrate that, for senior leadership, participating in such a system should be a strategic and deliberate choice. In each of the cases featured in this book, no such deliberate choice was made. The interwar U.S. Navy (USN) aviation community and the U.S. Marine Corps amphibious operation community were lucky that, in a time of rapid technological advance and strategic risk, their decisions in framing and solving technological and operational problems were made within a functioning multi-organizational system. The Army Air Corps and the Royal Marines were unfortunate, with corresponding results. It is characteristic of 20th-century military history that no senior civilian or military leader suggested a policy to handle overlapping responsibilities by multiple departments. Today's policymakers have not learned this lesson. In the present time, while a great deal of thought is devoted to proper organizational design and the numbers of persons required to perform necessary functions, there is still no overarching framework guiding these designs.

In 2005, GAO added the Department of Defense's (DOD) approach to business transformation to its high-risk list because (1) DOD's improvement efforts were fragmented, (2) DOD lacked an integrated and enterprisewide business transformation plan, and (3) DOD had not designated a senior official at the right level with the right authority to be responsible for overall business transformation efforts. This report assesses (1) the progress DOD has made in setting up a management framework for overall business transformation efforts and (2) the challenges DOD faces in maintaining and ensuring the success of those efforts. GAO conducted this work under the Comptroller General's authority to conduct evaluations under his own initiative. In conducting its work, GAO compared DOD's actions to key practices of successful transformations. DOD also must overcome two critical challenges, among several others, if it is to maintain and ensure success. Specifically, DOD does not have (1) a comprehensive, integrated, and enterprisewide plan or set of linked plans, supported by a planning process that sets a strategic direction for overall business transformation efforts, prioritizes initiatives and resources, and monitors progress, and (2) a full-time leadership position at the right level dedicated solely to the planning, integration, and execution of overall business transformation efforts. A broad-based consensus exists among GAO and others, including the Institute for Defense Analyses and the Defense Business Board, that the status quo is unacceptable and that DOD needs a CMO to provide leadership over business transformation efforts. In a May 2007 letter to Congress, however, DOD stated its view that a separate position is not needed as the Deputy Secretary of Defense can fulfill the CMO role. Although the Deputy Secretary may be at the right level with appropriate authority to transform business operations, the demands placed on this position make it difficult for the Deputy Secretary to focus solely on business transformation-nor does the position have the necessary term of appointment to sustain progress across administrations. Further, DOD plans to leave the assignment of the CMO role to the discretion of the Secretary of Defense. In GAO's view, codifying the CMO position in statute as a separate, full-time position at the right level with an extended term is necessary to provide sustained leadership, further DOD's progress, and address challenges the department continues to face in its business transformation efforts.
