Suspicious of collective life and averse to power-sharing, Egyptian governance structures weaken but do not stop the public's role in the remaking of their city. What happens to a city where neo-liberalism has scaled back public services and encouraged the privatization of public goods, while the vast majority cannot afford the effects of such policies? Who wins and loses in the "march to the modern and the global" as the government transforms urban spaces and markets in the name of growth, security, tourism, and modernity? How do Cairenes struggle with an ambiguous and vulnerable legal and bureaucratic environment when legality is a privilege affordable only to the few or the connected? This companion volume to Cairo Cosmopolitan (AUC Press, 2006) further develops the central insights of the Cairo School of Urban Studies.

Readers will learn how this tie between Ancient Egypts government and its religion helped forge an empire. They will also learn about the basics of Ancient Egyptian laws and draw parallels between the ancient world and today.

This is the first study to examine the modern transformation of the city, the surges of internal and international migration; the spa

Why does the author challenge the great Greek historian Herodotus, by auguring that Egypt is more a gift from the Fellahin, than a gift of the Nile? 3. What great event happened in the early 1960s that completely changed the life of the peasants of Egypt? 4. Why did the peasants (fellahin) of Egypt not engage in a massive revolt in the 1990s, when the Government allowed landowners to reclaim their land that the peasants had been cultivating for over 30 years? 5. Do you know the story of the village of Dinshaway that precipitated a national crisis, and that eventually forced Great Britain to leave Egypt after over fifty years of colonial rule? 6. Are the villagers of Egypt prone to violence or to submissiveness and what does that tell us about the future of Egypt? 7. Which farmers in the world have the highest yields in wheat, rice and corn? 8. Are the villagers of Egypt favorable to the Islamic extremist or more favorable to some form of democracy based upon moderate Islam? 9. Where do villagers say they want to live, if they could live any place in the world? 10. Why did a friend email the author on September 12, 2012 and tell him: Please tell the American people that the Egyptians they see storming the American embassy do not represent the people of Egypt. They are mostly a misguided minority of people who see the world through clouded glasses of hatred and bigotry, provoked and misinformed by extremists who share an agenda that is unIslamic, violent and destructive for Egypts future. Dr. James Mayfield, professor of Middle East Studies since 1967, has been studying the villages of Egypt (as a student, professor, researcher, trainer, manager and consultant) for over 40 years. This is a very comprehensive, multi-disciplinary, study of the rural Egypt. This book presents chapters on the history, the culture, the local government system, village schools and health care systems, the agricultural systems, causes and solutions for extreme poverty, the challenge of establishing a civil society in Egypt, and what prospects there are or democracy in Egypt. Each chapter includes a short narration story that brings the existence and culture of the Egyptian villagers to life through short but rich examples of how the Egyptian peasants (fellahin) live, work and survive in a world filled with challenges, problems, but also opportunities and hope for the future.

Stewardship is emphasized because public administration is concerned with accountability and effective use of scarce resources and ultimately making the connection between the doing, the making and democratic values. More recently scholars claim that public administration has no generally accepted definition because the scope of the subject is so great and so debatable that it is easier to explain than define. Public administration is a field of study (i.e., a discipline) and an occupation. There is much disagreement about whether the study of public administration can properly be called a discipline, largely because of the debate over whether public administration is a subfield of political science or a subfield of administrative science. Scholar Donald Kettl is among those who view public administration as a subfield within political science. Public policy is the principled guide to action taken by the administrative executive branches of the state with regard to a class of issues in a manner consistent with law and institutional customs. In general, the foundation is the pertinent national and substantial constitutional law and implementing legislation such as the US Federal code. Further substrates include both judicial interpretations and regulations which are generally authorized by legislation. Shaping public policy is a complex and multifaceted process that involves the interplay of numerous individuals and interest groups competing and collaborating to influence policymakers to act in a particular way. These individuals and groups use a variety of tactics and tools to advance their aims, including advocating their positions publicly, attempting to educate supporters and opponents, and mobilizing allies on a particular issue. Often, the need for public policy develops over time. In the past, there might’ve been no way to prevent the problem from occurring, but with current technologies, a solution may appear. Public Policy is easier to establish when it affects smaller groups of people. This book is offered with the hope that it will be a constant companion for students of this subject. Contents: • Critical Appraisal of the Existing Classification System • Financial Administration • Research Methodology-Research Methods in Social Sciences • Structure of District Administration • Social and Economic Administration • The Concepts of Liberalisation • Public Policy – Meaning, Types and Significance • Concept of Social Welfare
