It is intended primarily for the SO cial worker, and the endeavor throughout has been to state the law in such a way that it can be readily under stood and used by persons without legal training. It is hoped that the assembling under one cover of a body of law which is scattered throughout numberless statutes and decisions may be helpful also to lawyers and magis trates. The primary purpose, however, has never been lost sight of in its compilation; the Manual does not pro fess, nor indeed aim, to be a complete compendium, and everything has been rigidly excluded that does not bear' more or less directly on the laws relating to the con tributing causes and suppression of prostitution, the care Of its victims, and the punishment of those persons who foster or benefit by its existence. Some of the topics treated may perhaps seem remote from the principal subject, but experience in allied work justifies the belief that nothing has been included which is not material, and it is hoped that the desire to keep the Manual Within the limits of a hand-book has resulted in no serious omissions.
