How should the war on drugs be fought? Everyone seems to agree that the United States ought to use a combination of several different approaches to combat the destructive effects of illegal drug use. Yet there is a remarkable paucity of data and research information that policy makers require if they are to create a useful, realistic policy package-details about drug use, drug market economics, and perhaps most importantly the impact of drug enforcement activities. Despite efforts to reduce drug consumption in the United States over the past 35 years, drugs are just as cheap and available as they have ever been. Cocaine, heroin, and methamphetamines continue to cause great harm in the country, particularly in minority communities in the major cities. Marijuana use remains a part of adolescent development for about half of the country's young people, although there is controversy about the extent of its harm. Given the persistence of drug demand in the face of lengthy and expensive efforts to control the markets, the National Institute of Justice asked the National Research Council to undertake a study of current research on the demand for drugs in order to help better focus national efforts to reduce that demand. This study complements the 2003 book, Informing America's Policy on Illegal Drugs by giving more attention to the sources of demand and assessing the potential of demand-side interventions to make a substantial difference to the nation's drug problems. On behalf of the Western Hemisphere Drug Policy Commission, and pursuant to Public Law114-323, we are pleased to submit the following report with our review of US foreign policy inthe Americas to reduce the flow of illicit drugs and the damage associated with drug trafficking.Our recommendations provide a roadmap for cost-effective, evidence-based drug controlpolicies that will address their fundamental objective: reducing the number of American liveslost to drugabuse.Drug trafficking is a complex, constantly evolving threat that requires a comprehensive butflexible approach. We believe our recommendations will enable the US government toimplement a long-term, inter-agency strategy that can be adapted to the needs of our LatinAmerican partners. It also provides for an evidence-based approach based on relevantindicators and periodic assessments.Over the past year and a half, the Western Hemisphere Drug Policy (WHDPC) has heldmeetings and workshops with US officials, foreign diplomats, and independent experts in thefields of drug control and foreign assistance.
