These guidelines are intended to assist countries to participate in the assessment of SDG 6.4.2 on water stress by contributing data and information on environmental flows (EF). These data are necessary for calculation of the SDG 6.4.2 indicator on water stress, for which countries are required to submit information to FAO who is custodian of this SDG indicator. The guidelines provide a minimum standard method, principally based on the Global Environmental Flows Information System (GEFIS) , which is accessible via http://eflows.iwmi.org, and is the approach that will be used to generate the country EF data that will make up the global 6.4.2 report. Countries that have more comprehensive and accurate EF data will be able to make use of that data when checking the global dataset produced by FAO and also to add additional details to their Voluntary National report on SDG 6.4.2.

As the remaining water resources in river basins around the world are appropriated for human uses, it is critical to protect environmental instream flows in order to preserve aquatic and riparian species and ecosystems. It is widely recognized that an adequate environmental flow regime consists of a range of flow conditions. In Texas, a statewide planning process was established in 2007 for determining environmental flow recommendations for the state's river basins. The environmental flow recommendations, which consist of subsistence flows, base flows, and high flow pulse events, are determined for each basin by a team of scientists and committee of stakeholders. The recommendations are considered by the Texas Commission on Environmental Quality (TCEQ) in developing environmental flow standards which are incorporated into the state's prior-appropriation water rights permitting system. The environmental flow standards for the Colorado River basin and Trinity River basin are incorporated in daily time-step versions of the authorized use scenario water availability models using existing and recently added features of the Water Rights Analysis Package (WRAP). Various metrics are developed by this research to characterize the degree to which the environmental flow standards are attained, given their junior position in the priority sequence. The techniques used to model instream flows in the Colorado and Trinity river basins contribute to the body of knowledge for modeling flow standards in other basins. Metrics describing the degree to which environmental flow standards are attained will assist scientists and decision-makers in the evaluation and revision of the standards. Abstract : Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network. Application of the framework to the U.S. Great Lakes Region indicates that a significant number of catchments experience negative water stress due to stream flow depletion caused by surface water and shallow groundwater withdrawals. In many other catchments, however, return flow from deep groundwater withdrawals compensates for the streamflow depletion to the extent that positive water stress is likely. Results illustrate the importance of using appropriate spatial and temporal scales to evaluate water stress, demonstrating that coarse temporal (i.e., annual vs. monthly) and spatial scales reduce the ability to detect water stress due to water withdrawals in vulnerable catchments in low-flow months.
