Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Since the group of least developed countries (LDCs) was identified in 1971, only five countries have graduated from the group, all of which are characterised by small size or population. The projections are that the next decade will see a rapid increase in the pace of graduation, with Bangladesh in particular poised to be one of the largest countries, in terms of its economy and population, yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension, fearing significant erosion of international support, increasingly, the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so, the book explores themes such as key analytical issues of the LDC graduation paradigm, smooth transition and structural transformation, and post-graduation challenges and opportunities. Road Network Upgrading and Overland Trade Expansion in Sub-Saharan Africa

Recent research suggests that isolation from regional and international markets has contributed significantly to poverty in many Sub-Saharan African countries. Numerous empirical studies identify poor transport infrastructure and border restrictions as significant deterrents to trade expansion. In response, the African Development Bank has proposed an integrated network of functional roads for the subcontinent. Drawing on new econometric results, the authors quantify the trade-expansion potential and costs of such a network. They use spatial network analysis techniques to identify a network of primary roads connecting all Sub-Saharan capitals and other cities with populations over 500,000. The authors estimate current overland trade flows in the network using econometrically-estimated gravity model parameters, road transport quality indicators, actual road distances, and estimates of economic scale for cities in the network. Then they simulate the effect of feasible continental upgrading by setting network transport quality at a level that is functional, but less highly developed than existing roads in countries like South Africa and Botswana. The authors assess the costs of upgrading with econometric evidence from a large World Bank database of road project costs in Africa. Using a standard approach to forecast error estimation, they derive a range of potential benefits and costs. Their baseline results indicate that continental network upgrading would expand overland trade by about $250 billion over 15 years, with major direct and indirect benefits for the rural poor. Financing the program would require about $20 billion for initial upgrading and $1 billion annually for maintenance. The authors conclude with a discussion of supporting institutional arrangements and the potential cost of implementing them.

The International Assessment of Agricultural Knowledge, Science, and Technology for Development (IAASTD) looks realistically at how we could effectively use agriculture/AKST to help us meet development and sustainability goals. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. All of the reports have been extensively peer-reviewed by governments and experts and all have been approved by a panel of participating governments. The Sub-Global Assessments all utilize a similar and consistent framework: examining and reporting on the impacts of AKST on hunger, poverty, nutrition, human health, and environmental/social sustainability.
